ICAT (Vehicle Type Approval)
Certification
ICAT (International Centre for Automotive Technology) at Manesar is India’s premier NATRiP testing lab for vehicle and component homologation.
It issues Type Approval (TAC) and Conformity of Production (COP) certificates under CMVR 126 to ensure products meet Indian standards.
ICAT’s facilities include NVH, emissions, safety, powertrain and fatigue labs. Their accredited test reports are backed by ISO management systems.
e.g. iCAT is ISO 9001/14001/18001/45001 certified. As an approved test agency (Ministry of Heavy Industries), ICAT handles vehicle homologation for all categories (2W, 3W, 4W, EVs, tractors, etc.).
Regulatory Scope: ICAT tests per Central Motor Vehicle Rules and Automotive Industry Standards (AIS), in partnership with BIS, CPCB, ARAI, etc.
Vehicle Categories: Passenger cars, SUVs, vans, pickup trucks, light commercial vehicles (LCVs), heavy commercial vehicles (HCVs), trucks, tippers, trailers, semi-trailers, buses (city buses, school buses, sleeper buses, electric buses), motorcycles, scooters, e-scooters, mopeds, three-wheelers (auto rickshaws, e-rickshaws, e-carts), quadricycles, agricultural tractors, construction equipment vehicles, special purpose vehicles, and off-road vehicles — powered by petrol, diesel, CNG, LNG, hybrid, and fully electric powertrains — are certified here.
Documents & Process: Prepare vehicle design docs, component info and compliance reports. We assist with submitting your application, coordinating factory audits, and completing all tests (safety, emission, performance) at ICAT. Once tests pass, ICAT issues a Type Approval Certificate confirming CMVR compliance.
WMI (World Manufacturer Identifier) Code Registration
Every vehicle manufacturer needs a WMI Code (World Manufacturer Identifier) – the first three characters of the VIN that uniquely identifies the make. In India, BIS (Bureau of Indian Standards) acts as the WMI coordinator, assigning WMI codes to manufacturers in coordination with SAE International.
We help you obtain this ISO 3780 Compliant code so your vehicles can be stamped with a valid VIN.

Registration Steps
Submit the complete application and documents to BIS (either directly or via our consultancy).
BIS verifies the paperwork and reserves a WMI code series for you.
We assist in registering the proposed code with SAE International, USA (the global authority).
Once SAE confirms, you receive an official WMI certificate – use it for all vehicle VINs.
We manage the entire process – documentation, liaison with BIS/SAE, fee payments and follow-ups – so your firm gets its WMI code smoothly and quickly.

Low-Speed Electric Vehicle (GARC) Certification
For electric two/three-wheelers and e-rickshaws intended for India, specialized homologation is required unless exempt. EVs under 250W power and 25 km/h top speed are exempt from Type Approval, but all others must be certified per CMVR.
The Global Automotive Research Centre (GARC) in Oragadam (Chennai) is a Ministry-approved test lab for this purpose. GARC, developed under NATRIP, has full R&D and homologation facilities (tracks, labs) for all vehicle categories.
It also hosts FAME-India EV test facilities (mechanical, electrical, battery, EMC).
Test Agency: Under CMVR 126, agencies like ICAT (Manesar) and GARC (Chennai) are authorized to issue EV type-approval certificates.
Scope: Certification at GARC covers electric scooters, e-bikes, cargo e-vans, passenger EVs, and retrofit kits (AIS-038/039/049 standards).
We can arrange GARC testing for your low-speed EVs, including emission (for hybrid/e-genset), safety, electrical, and EMI/EMC tests. This ensures your imported EVs get official approval (Homologation Certificate), allowing compliant sale and smooth customs clearance in India.
NATRAX (Vehicle Type
Approval) Certification
National Automotive Test Tracks (NATRAX) at Pithampur (Indore, MP) is India’s state-of-the-art automotive testing and homologation centre under the NATRiP program.
It is a notified test agency under CMVR Rule 126, authorized by MoRTH to issue vehicle type-approval (TAC) and Conformity of Production (COP) certificates.
Located on a 3,000-acre proving ground (near Indore, on NH-52), NATRAX provides a one-stop solution for vehicle development, testing and certification.

Regulatory Status: NATRAX is officially approved under Rule 126 of the Central Motor Vehicles Rules for vehicle homologation. As a MoHI/NATRiP lab, it issues TAC/COP for all categories of vehicles and components.
World-Class Facilities: The centre features Asia’s longest high-speed oval track (11.3 km, neutral speed >250 km/h) and 14 specialized tracks (braking, gradient, handling, fatigue, off-road, etc.). This enables comprehensive vehicle dynamics, durability and safety testing.
EV & Emission Testing: Under India’s FAME initiative, NATRAX has infrastructure for electric vehicle trials (battery, motor, and EMC tests). It supports BS6 emission compliance and EV regulations in addition to conventional vehicle standards.
Accreditations: NATRAX is QMS–NABL accredited (ISO/IEC 17025) since 2022, ensuring internationally recognized test reports.
